Title:  Los procesos comunicativos en el referéndum para la rati cación autonómica de Andalucía (28F): Abstencionismo frente a movilización
Abstract: <b>RESUMEN</b>

El particular proceso andaluz a la autonomía tiene una de sus fechas claves en el referéndum donde popularmente se apoya la vía hacia la autonomía por el artículo 151 de la Constitución (28 de febrero de 1980). Tal como dicta dicho precepto, una vez las Corporaciones Locales a mediados de 1979 superan ampliamente el respaldo exigido a dicho procedimiento, el segundo requisito aludido de la Carta Magna supone el inicio de un enfrentamiento institucional y político entre el partido que respalda al Gobierno central, dado su cambio de actitud sobre la continuidad del proceso andaluz por dicho artículo, y el resto de formaciones políticas andaluzas que apoyan la vía extraordinaria hacia la autonomía.

Dentro de la parquedad de estudios cientí cos que existen sobre este periodo, y particularmente sobre este hito, en el presente artículo pretendemos examinar el enfrentamiento mediático que esconden las diferencias alrededor de la continuidad del proceso a la autonomía por el artículo 151. Consideramos que esta inédita percepción nos ayuda a valorar adecuadamente los resultados políticos y legales de dicho plebiscito, y a su vez, a contextualizar en su justa medida el esfuerzo y la naturaleza de todas las partes por condicionar, en uno u otro sentido, los porcentajes de votos a rmativos exigidos por la Constitución.

<b>ABSTRACT</b>

The special Andalusian process to the autonomy has one of its key dates in the referendum, where the route towards the autonomy by article 151 Constitution (February 28th1980) received the support of the people. Just as that rule says, once the Local Corporations in the middle of 1979 widely surpass the endorsement demanded to this procedure, the mentioned second requirement of the Carta Magna implies the beginning of an institutional and political confrontation between the party that supports the central Government, considering his change of attitude about the continuity of the Andalusian process by this article, and the other Andalusian political groups who support the extraordinary route towards the autonomy.

Taking into account the limited number of scienti c studies on this period, and particularly on this milestone, in this article we aim at examining the confrontation in the medias that hides the differences around the continuity of the process to the autonomy by article 151. We consider that this new perception helps us to correctly value the political and legal results of the mentioned plebiscite, and simultaneously, just in their milieu, the effort made and the nature of all the parts involved, in order to condition, in one or another sense, the percentage of af rmative votes demanded by the Constitution.
