Title:  El sistema de financiación autonómico
Abstract: RESUMEN

Sistema: Las revisiones quinquenales pretendían que los criterios de financiación fueran auténticos sistemas. Comprendían tres bloques competenciales: servicios traspasados, reequilibrio territorial y nivelación de servicios.

Restricción inicial: Constituida por la financiación consolidada del último año del quinquenio anterior.

Necesidad de financiación: Los servicios traspasados se financian por criterios objetivos, regla abandonada en 1997-2001; en el actual sistema se sustituye por un reparto proporcional dirigido. La necesidad de financiación se cubre con rendimientos de tributos cedidos, participaciones territorializadas y fondo de suficiencia. El sistema mantiene la separación de las tres áreas hasta la fase de entrega de los recursos que se confunden.

Evolución: La financiación estática se determina en el año base de 1999, la dinámica estima un índice que permite conocer la de cada ejercicio.

ABSTRACT

System: The quinquennial revisions sought that the financing criteria were real Systems. They consisted of three blocs of competence: transferred services, the territorial balance and the services standard.

Initial restriction: Constituted by the consolidated financing of the last year of the previous quinquennium.

Financial need: The financial need for transferred services is decided by objective criteria, rule deserted in 1997-2001; in the present system it is replaced by a guided proportional distribution. The financial need is covered by the return on transferred tax system, territorial share and the sufficiency fund. The system remains separated in three areas until the phase of delivery of economic resources, when they become a whole.

Evolution: The static financing is fixed in the basis year of 1999; the dynamic one estimates a rate, allowing us to know each one of the years.
